WhatsApp Chatbot Development Cost in India: Build Cost vs Running Cost

A WhatsApp chatbot has two bills: a one-time build and monthly running costs for Meta's per-message charges, AI usage and hosting. Here is what drives each, how Meta charges today and what the package includes.

IN THIS ARTICLE (8 Sections)

When you ask what a WhatsApp chatbot costs, you are really asking about two bills. The first is the build: designing the conversations, connecting the WhatsApp Business Platform, linking your CRM and testing everything. You pay it once. The second is the running cost: Meta's charges for the messages you send, AI model usage if the bot writes its own answers, and hosting. You pay it every month for as long as the bot is live.

Many cost guides mix the two, and many still describe Meta's older pricing model. This guide separates them, explains in general terms how Meta charges today, and shows what the EthicsComputer package includes and leaves out.

Quick answer: WhatsApp chatbot development cost in India has two parts: a one-time build cost, which depends on the number of flows, AI answers, integrations and languages, and monthly running costs for Meta's per-message charges, AI model usage and hosting. EthicsComputer's AI Automation & Chatbot package starts from ₹25,000 for the build. Meta bills its message charges separately at its own published rates.

Two bills: build cost and running cost

Before you compare quotes, list every cost line. A vendor who names only the build price has not told you what the bot will cost to own.

CostWho charges itHow it is billedWhen
Build and setupYour developerPackage or fixed quoteOne-time
WhatsApp message chargesMeta, directly or through a providerPer delivered message, by categoryMonthly, by usage
Provider or platform feeA Business Solution Provider or chatbot platform, if you use oneMonthly plan, sometimes with a per-message markupMonthly
AI model usageThe AI model providerBy usage (tokens processed)Monthly, by usage

The build is the number people ask about first, but over a year the running costs can matter just as much. Ask every vendor to name each line, even when the amount depends on your message volume.

How Meta charges for WhatsApp messages

Meta sets these charges, not your developer, and it revises them from time to time. This is the general model described on Meta's WhatsApp Business Platform pricing page at the time of writing.

  • Per message, not per conversation: since 1 July 2025 Meta charges for each delivered template message. Many guides online still describe the older 24-hour conversation model, so their sums no longer match your bill.
  • Categories: marketing, utility (order updates, reminders) and authentication (OTP) templates are charged at different rates, and the rate depends on the recipient's country.
  • Delivered messages only: Meta does not charge for messages customers send to you, and a message that is not delivered is not charged.
  • Service replies: replies inside the 24-hour customer service window were free from November 2024. Meta's page now shows that from 1 October 2026, service messages beyond a free tier of 1,000 per business phone number per month are charged.
  • Click to WhatsApp ads: conversations that start from these ads open a free entry point window, during which Meta does not charge for most messages.
  • Rupee billing: Meta has started billing eligible Indian businesses in INR.

Before you budget, open the Pricing page in Meta's WhatsApp Business Platform documentation on developers.facebook.com and check the current India rate for each category. Then estimate how many marketing, utility and authentication messages you expect to send in a month. That estimate, not the build price, decides most of your monthly bill.

What drives the build cost

Published agency guides show a wide spread. Navtechy's guide (published 23 April 2026) lists ₹40,000 – ₹1,50,000 for a rule-based flow bot and ₹1,50,000 – ₹6,00,000 for an AI bot that answers from documents. The spread comes from these drivers.

  • Fixed menus or AI answers: a button-based flow is simpler to build and test. A bot that answers from your documents needs knowledge preparation, guardrails and many more test questions.
  • Number of flows: enquiries, bookings, order status, payment links and complaints each need their own design and testing.
  • Integrations: syncing leads to Google Sheets is simpler than a two-way CRM, ERP or order-system connection. The CRM integration checklist lists what to settle first.
  • Languages: answers in English, Hindi and Hinglish must be tested in each language.
  • Human hand-off: rules for when the bot passes a chat to your staff, with the history attached.
  • Templates: Meta must approve every template before you can send it, so template wording is part of the work.
  • Admin and reports: an admin panel lets your team edit answers and review chats without a developer.

One item sits outside any developer's control: Meta Business verification, which your business completes. Start it early, because launch waits for it.

Keeping running costs under control

  1. Keep promotional lines out of order updates and reminders. Meta may treat a template with promotional content as marketing, which is charged at a different rate.
  2. Reply while the customer service window is open instead of sending a template later.
  3. Use fixed buttons for answers that never change, such as timings, address and fees, so the AI model is not called for them.
  4. Match the AI model to the task. Simple questions rarely need the largest model, and capping answer length reduces usage.
  5. Review the message and cost reports in WhatsApp Manager every month, and remove templates nobody responds to.

What the EthicsComputer package includes

The AI Automation & Chatbot package starts from ₹25,000 and typically takes 7–14 days. It includes:

  • Setup on the official WhatsApp Business Cloud API.
  • A lead-qualification agent that asks your questions and records the answers.
  • Sync with your CRM or Google Sheets.
  • Prompt tuning with brand-safety guardrails, so the bot stays on approved topics.
  • Hand-off to a human agent when a customer needs a person.

Not included in the build price: Meta's message charges, which Meta bills at its published rates, and AI model usage, which is estimated upfront and billed at actuals. Your business completes Meta Business verification. Bots that answer from large document sets or connect to order and payment systems are scoped and quoted separately.
